This could be something as simple as the sound file loading slower than the animation takes to play I have no idea how to fix the issue if that is the case. Its sounds as if it takes longer to play the sound than it does to start the animation to go with that sound. After all, it started after I moved the games and operating system there from the HDD, but I really don't know. Perhaps my new SSD is too powerful to my pretty old CPU (i5-4670, 3.4GHz). Therefore, I am afraid the issue is not tied to the game running at a higher number of frames than 60 at all. Fallout4.exe is the game the launcher is just the opening menu we get when we hit play from the steam library that will then launch the fallout4.exe program when we select play from its menu.
